What is a Labour Market Impact Assessment? (LMIA)

Many employers want to hire local workers, but have trouble filling vacancies. A Labour Market Impact Assessment (LMIA) is a document that an employer in Canada may need to get before hiring a foreign worker.
A positive LMIA will show that there is a need for a foreign worker to fill the job. It will also show that no Canadian worker or permanent resident is available to do the job.
Determine which type of Labour Market Impact Assessment (LMIA) application you should submit to hire a temporary foreign worker (TFW):
The wage being offered for the position will determine if you need to apply for an LMIA under the Stream for High-wage Positions or the Stream for Low-wage Positions, each one with their own requirements.
If you are offering a wage to a temporary foreign worker that is:
- at or above the provincial or territorial median hourly wage, you must apply under the Stream for high-wage positions
- below the provincial or territorial median hourly wage, you must apply under the Stream for low-wage positions
Hire a Temporary Foreing Agricultural Worker – You can only hire a temporary foreign agricultural worker in occupations and activities related to primary agriculture.
Support a foreign worker in their Permanent Resident stream. Employers who wish to hire skilled foreign workers and support their permanent resident visa application through Express Entry system.

If your company or organization wants to bring a foreign national to Canada to work in a position that is exempt from an LMIA, you must provide the employment details through the employer portal, pay the employer compliance fee required and provide a job offer to the candidate that you want to hire.
